Prevention of impending violations of the established procedure for serving a sentence as a result of the interaction of the operational unit with other services of the correctional institution

Abstract

Relevance. In the current penal system, preventing certain types of socially dangerous actions (violations, malicious violations, and crimes) by inmates is an important component of successful correctional facility staff work. Correctional facility staff, represented by representatives of operational, security, educational, and other departments and services, are called upon to implement consolidated general, special, and individual prevention of socially dangerous actions by inmates. Based on an analysis of statistical and scientific data, correctional facilities have seen a steady increase in the number of violations in recent years, as well as the proportion of inmates committing malicious violations and subject to administrative supervision after their release. This trend naturally impacts the rate of repeat and recidivist crime and negatively impacts the achievement of the goals proclaimed by penal legislation. However, in penitentiary practice, insufficient attention is paid to individual prevention by correctional facility staff. This is due, in part, to the lack of systematic interaction between facility staff responsible for individual prevention of violations of the established procedure for serving sentences.

The purpose of this article is to examine the problem of preventing impending violations contemplated by prisoners through individual prevention, organized through collaboration between operational units and other correctional facility personnel.

Conclusions. Given the shortage of qualified correctional facility personnel and the tendency for prisoners with criminal motivations to continue to resist the attainment of punishment goals, it is necessary
to strengthen efforts to individually prevent impending violations of the established procedure for serving sentences. To effectively organize individual prevention, it is necessary to ensure clear interaction between correctional facility personnel who work directly with prisoners and perform certain operational-investigative, educational, security, medical, and other functions. In their work, a correctional facility operative must not only account for and analyze the stages of violations and identify accomplices involved in the planned offense, but also act as a coordinator of interactions with representatives of other departments and services within the facility, focusing the efforts of all prevention actors on achieving a single result – preventing the impending violation.
