Abstract

Abstract. Relevance. This article is devoted to the consideration of factors influencing the effectiveness of solving crimes of the past years. This is direction of activity is one of the key areas in the field of crime prevention. From year to year, there is a steady increase in the total balance of suspended criminal cases, in which the criminals remain unknown. This is contribute by circumstances of an objective and subjective nature, which are associated with shortcomings in the work of law enforcement agencies.

The analysis of scientific literature, the study of statistical data and the results of empirical research have made it possible to identify a number of factors of a general and special nature that have a negative impact on the process of detecting and solving crimes of previous years in the penal system.

The purpose of the study is to establish the circumstances that prevent the disclosure crimes of the past years by operational units of the penal system, and their subsequent classification.

Conclusions. The study, analysis and systematization of circumstances that have a negative impact on the process of solving crimes of the past years will allow interested departments to avoid previously made mistakes in their work, as well as organize investigative and operational search activities in suspended criminal cases, taking into account the based on the problem solving experience
