Понятие и принципы планирования борьбы с преступностью
Abstract
Annotation. The relevance of the topic under consideration is due to the need to modernize government response strategies to modern criminal challenges. The article substantiates the thesis that in conditions of constantly increasing threats to public safety and high adaptability of crime to external conditions, traditional disparate measures lose their effectiveness. Attention is focused on the fact that a chaotic, unsystematic impact, not supported by a proper material and resource base, can only lead to short-term results without systematically solving the problem. The purpose of the study is a theoretical and methodological analysis of the essence of crime control planning (criminological programming) as a tool of social management. The paper distinguishes between the impossible "crime management" and the necessary "management of the process of combating it," which is based on the fundamental approaches of Russian criminology. The conclusions of the article come down to the definition of planning as a complex unity of theoretical principles and specific practical measures. The author proves that the transition to planned principles makes it possible to transform the activities of law enforcement agencies from reactive to proactive. It is concluded that it is system planning that is the key condition for ensuring stable state security at the federal and regional levels, allowing the state to maintain control over negative social processes.
