Abstract

The relevance of this topic stems from the transformation of transnational drug crime into a global destabilizing factor, undermining state sovereignty, public health, and the foundations of national security. For Russia, the problem is exacerbated by the growth of criminal drug activity, the widespread digitalization of the drug market, and the increasing share of organized forms of drug crime. An additional challenge is the emergence of «safe havens» – jurisdictions where, under the guise of drug policy liberalization, certain segments of the drug market are legalized, creating springboards for transnational drug expansion.

The aim of this paper is to analyze foreign policy mechanisms for combating transnational drug crime, identify problem areas in the legal framework for eliminating «safe havens», formulate organizational and criminological proposals.

Methods. The methodological framework was based on a formal legal analysis of the provisions of the Russian Federation Foreign Policy Concept and international anti-drug conventions, a statistical analysis of law enforcement data, and a systems approach to assessing transnational threats.

Conclusions. Key problem areas were identified: jurisdictional fragmentation and "regulatory arbitrage," the digital divide in drug control, the ineffectiveness of asset recovery mechanisms, and the ideological expansion of drug-liberal approaches. Organizational proposals were formulated, including the creation of a jurisdictional "anti-drug compliance" mechanism, the establishment of a specialized coordination center to counter the digital drug infrastructure, the development of joint anti-drug operations with an emphasis on undermining the economic foundations of the drug trade, strengthening counter-propaganda, and the implementation of criminological forecasting mechanisms.

The aim of this paper is to analyze foreign policy mechanisms for combating transnational drug crime, identify problem areas in the legal framework for eliminating «safe havens», formulate organizational and criminological proposals.

Keywords: jurisdictional fragmentation, darknet infrastructure, cryptocurrency payments, organized crime groups, drug-liberal concepts, interstate cooperation, criminological monitoring.
